Estes Park sits at the gate to Rocky Mountain National Park, and it has two rulebooks. Inside town limits it's the town's vacation home license; outside, in the Estes Valley, it's Larimer County's. Both are capped.
Rules: Town of Estes Park Vacation Home pages and Ordinance 18-25, and Larimer County's Short-Term Rentals page, checked October 2026. Nightly rate and occupancy figures for Estes Park are coming; I only publish market numbers I can source and date.
Inside town limits, short-term rentals run on the Town of Estes Park's Vacation Home License, issued by the Town Clerk. The owner doesn't have to live there. In the residential zones (E, E-1, R, R-1, R-2, RE and RM) licenses are capped at 322; the commercial zones aren't capped. The town's latest update, Ordinance 18-25, was adopted November 12, 2025 and also allows hosted vacation homes.
When the residential waitlist drops to 10 or fewer names, the town runs a lottery on February 1 to refill it to 30. Entry is $50, one entry per dwelling unit, and repeat entrants get better odds.
Outside town limits, the unincorporated Estes Valley belongs to Larimer County, which caps STR registrations in its Estes Valley residential districts at 208 and keeps its own waitlist. Getting a county STR approved also runs through a pre-application meeting, a building permit and a life-safety inspection.
Town rules first, then the county rules that apply just outside town limits.
I don't yet have a market data pull for Estes Park that I can source and date, so I'm not going to post a guess. Sourced nightly rate and occupancy ranges will go here.
Demand here follows the national park: summer and fall elk season carry the year, and winter is quieter.
For a specific property, I'll pull the comp set for that address directly.
Two rulebooks means the first question is which one applies.
Send me the address. I'll confirm the jurisdiction, zoning and license path, then tell you whether it can rent nightly.
